Compuware Covisint's Chief Security Officer Testifies to U.S. Senate Judiciary Committee on Future of e-Prescribing of Controlled Substances

DETROIT--December 17, 2007--Compuware Corporation (NASDAQ: CPWR) today announced that Compuware Covisint’s Chief Security Officer, David Miller, recently testified before the United States Senate Committee on the Judiciary regarding “Electronic Prescribing of Controlled Substances: Addressing Health Care and Law Enforcement Priorities.” Miller addressed Senator Sheldon Whitehouse (D-R.I.), outlining how technology already developed by Covisint and proven on a wide-scale could help solve many problems associated with the paper-based prescribing of controlled substances.

Paper-based Challenges

Current regulations require that healthcare providers manually sign prescriptions. These regulations address the three historic concerns with e-prescribing: 1) authentication (identifying a signer); 2) non-repudiation (ensuring the recipient that the electronic signature is valid); and 3) record integrity (ensuring that a prescription was not altered subsequent to being authenticated/signed).

Miller’s advance Senate testimony, available at http://judiciary.senate.gov/testimony.cfm?id=3042&wit_id=6795, outlined the disadvantages of the current, paper-based prescription system, noting: “Paper transactions are hard to track and manage…involve manual processes that are particularly vulnerable to human error…and are difficult to store and retrieve.” He also noted that current methods are subject to “a declining adherence” since healthcare providers are asked to simultaneously support both paper- and electronic-based prescribing processes.

Panel members were chosen for their individual expertise on this issue; Miller’s primary role was to discuss how technology already in use could help solve many of the problems associated with today’s paper-based system. Senator Whitehouse led the discussion that built the case to move forward with e-prescribing of controlled substances.
